Protocols are political. Governance sets the rules of the game and, like any other political game, the system changes as power disputes arise. In other words, distribution of power and money differ by system. As these systems grow, they are bound to evolve based on power disputes. As voting patterns are highly correlated to incentives, expect these networks to resemble cartels more and more.
