SegWit 2x is a fork of Bitcoin that was created after the New York Agreement to fork Bitcoin because of base-layer scaling differences collapsed.
The Bitcoin Scaling Agreement (better known as The New York Agreement or “NYA”) was a scaling proposal for Bitcoin created by 50 different companies at Consensus 2017. The agreement proposed activating Segregated Witness and subsequently doubling the block size. When this agreement failed to gain network consensus, the SegWit 2x fork was initiated to implement the protocol parameters agreed upon in the NYA.
