Stellar's blockchain was down for 2 hours

The Stellar ($XLM) blockchain suffered a "cascading failure" for roughly two hours on May 15, 2019. Twitter commentator Tim Swanson noted: " “What basically happened was that a critical mass of nodes went down causing a cascading failure and so the entire network went down." The downtime was confirmed by a Stellar Foundation representative, and Stellar's network data dashboard notes that the network is up and running again.
