Cottonwood LLC has been granted New York's infamous BitLicense, joining Coinsource (2017) and LibertyX, which received its license earlier this month, as the only licensed ATMs. Less than 20 firms hold the license, although three were granted this past January including Robinhood Crypto and the two mentioned.
