An internal document containing the minutes was published to Github by an engineer of the Ethereum virtual machine ($ETH), Greg Colvin, on Friday. The document details that Ethereum developers at DevCon quietly discussed a previously undisclosed upgrade at DevCon that may go live in June 2019.
