The CFTC's new Commissioner, Brian Quintenz, responds to analysis from Coin Center on the responsibilities shouldered by core developers with regard to misuses of their code in context of a previous speech delivered in Dubai. Policymakers recognize the need for more regulatory clarity in the nascent field of smart contracts and decentralized value transfer protocols in addition to their responsibility to ensure protections for developers, merchants, and consumers alike. The intent of developers is an important consideration, but Quintenz says the CFTC is committed to simplify, rationalize, and, if necessary provide limited exemptions for its rules to promote and or at least not inhibit innovative, competitive markets.
